The UK government is considering whether Vinted and eBay should fall within planned restrictions on social media use by under-16s, putting the boundary between marketplaces and social networks under scrutiny.

Culture Secretary Lisa Nandy said on 8 November that the government was “looking seriously” at including the two services. The stated concern is that messaging on selling platforms could bring children into contact with strangers. The restrictions are reported as due to take effect in March 2027.

That is a consideration, not a confirmed decision. The companies’ responses point to discussions continuing: eBay said it looked forward to understanding more, while Vinted welcomed open dialogue.

The proposal raises a practical question about what makes a service social media for the purposes of an age restriction. Vinted and eBay are marketplaces, but they also have messaging features. Ministers’ stated concern focuses on those features and possible contact with strangers; it does not establish that every part of either service presents the same risk.

Including marketplaces could extend the restrictions beyond services commonly understood as social networks. But the announcement does not settle which services or features would be covered, or how the restrictions would apply to them. Those boundaries matter to users and companies alike, because the category chosen would determine the practical reach of the policy.

For now, the government has signalled that it is examining whether messaging on these platforms warrants inclusion. The restrictions are scheduled to begin in March 2027, while whether Vinted or eBay will be covered remains undecided.
