Spanberger vetoed the bill on 14 May 2026 after the legislature rejected her amendment delaying local bargaining to 2030. The number covered is about 500,000. Our first version wrongly said Glenn Youngkin was still governor; Spanberger took office in January 2026. How the veto is described is the union's framing, but the facts are right.
