The Trump administration’s negotiations with Russia over ending the war in Ukraine have widened to encompass a potential multibillion-dollar energy transaction. The deal would transfer a sprawling network of international oil fields, refineries, and gas stations owned by the Russian energy group Lukoil to a consortium that includes Middle Eastern investors and billionaire Todd Boehly.

Russian President Vladimir Putin discussed the arrangement directly with US negotiators Steve Witkoff and Jared Kushner during a meeting in September 2026. The two Americans have no formal government titles in the talks, but they are central figures in the diplomatic channel.

The proposed transaction is not final. It requires approval from both the US government and the Kremlin, and no definitive pact exists. The assets at stake span multiple countries, though the exact locations and financial scale remain undisclosed beyond the description “multibillion-dollar.”

What sets this apart is the web of private business connections. Two Middle Eastern groups involved in the deal have existing commercial relationships with Kushner or Witkoff’s family. Boehly, the American billionaire, is also part of the investor group. The structure means that a successful peace framework could deliver direct financial benefits to people with personal ties to the very negotiators shaping the diplomatic outcome.

The talks directly link economic normalization with Russia to a peace settlement. It also raises conflict-of-interest questions that are difficult to separate from the diplomatic track.

For now, the line between high-stakes diplomacy and private business has become unusually thin.
