The Group of Seven nations agreed on October 2, 2026, to release 100 million barrels of diesel, gasoline, and crude oil from emergency reserves over four months. The deal, struck under the French G7 presidency of Emmanuel Macron, frontloads a substantial diesel release within 20 days. It followed weeks of intense pressure from the Trump administration, which explicitly threatened to ban American diesel exports to Europe if the European Union did not draw down its own diesel stocks.

The agreement also includes a pledge that G7 members will refrain from imposing energy export restrictions on one another. That clause is the clearest signal of what the coordinated release was designed to prevent: a transatlantic trade war over diesel, not a classic supply shock.

President Donald Trump had publicly blamed Ukraine’s refinery strikes on Russia for soaring diesel prices. But the mechanism chosen to address those prices—tapping strategic reserves meant for physical emergencies—reveals a different driver.

The release sets a precedent in which emergency stocks are deployed to manage prices rather than respond to actual supply disruptions. It also underscores Europe’s vulnerability to US energy leverage. The G7’s own commitment to avoid export bans implicitly acknowledges that the threat itself was a destabilizing act.

What remains unknown is how individual countries will split the 100 million barrels, which reserve types they will tap, and whether the release will meaningfully lower consumer fuel prices in the short term. The long-term credibility of strategic reserves as emergency tools is now an open question.
