Shipping containers stacked at a busy port at sunset — Shein's $100 Million FTC Settlement Eats 44% of a Quarter's Profit

Shein has agreed to pay $100 million to settle a US Federal Trade Commission investigation into delivery delays and other customer complaints, according to a source with direct knowledge of the agreement. The settlement, dated October 23, equals 44% of the fast-fashion retailer's second-quarter profit.

The company, founded in China and headquartered in Singapore, said it had "reached a constructive outcome with the FTC" and would share more information soon. An FTC spokesperson declined to comment.

The complaints behind the probe are numerous. FTC records reviewed by Reuters show consumers filed more than 12,000 complaints about Shein over more than $11 million in purchases between January 2020 and June 2026. At least some involved shipping, with customers telling the FTC and the Better Business Bureau they never received their orders.

Shein saw the risk coming. In July filings for its Hong Kong IPO, the company warned that the US investigation could lead to significant fines. That warning now has a number attached to it.

The payout lands at a fragile moment. Shein went public in Hong Kong at just over a quarter of its 2022 valuation of $100 billion. Its CEO's net worth fell by more than $15 billion to about $8 billion at the listing price. The settlement is the latest hit as the company faces regulatory and tax crackdowns in Europe and the US that have slowed its growth.

For shoppers and regulators, the message is that complaints about late or missing deliveries at a global platform can carry nine-figure consequences.
