Nigeria’s National Register of Voters has surpassed 103 million, following a three-phase Continuous Voter Registration (CVR) exercise and a final biometric cleanup. INEC Chairman Prof. Joash Amupitan announced the milestone on October 5, 2026, marking the conclusion of a registration cycle that added 10,772,421 new voters between August 2025 and July 2026.

To manage the expanded roll, the commission has acquired 57,000 new Bimodal Voter Accreditation System (BVAS) devices. Nationwide collection of Permanent Voter Cards (PVCs) is scheduled to begin on October 9, 2026.

Beyond hardware upgrades, INEC has formalized a coalition with the Ministry of Justice and anti-graft agencies. This partnership aims to track illegal campaign spending and prosecute vote-buying offenses during the lead-up to the 2027 general elections.

The 103 million voter milestone functions as both a logistical and technological stress test for the commission. The scale of the register necessitates precise execution for PVC distribution, while the deployment of 57,000 new biometric units suggests an effort to mitigate risks of accreditation bypass.

The integration of legal enforcement mechanisms into the electoral process signals a shift toward stricter oversight. By aligning with the Ministry of Justice, the commission is attempting to address the persistent challenge of illegal campaign financing through direct prosecution channels.

While the commission has confirmed the completion of the biometric cleanup, the operational effectiveness of the new BVAS hardware and the specific enforcement strategies of the anti-graft coalition remain to be tested in the field. The commission has yet to detail the technical specifications of the new devices or the specific legal frameworks that will govern the prosecution of campaign spending violations.
