At least 1,500 military personnel from the United Kingdom, France, Germany and Poland are expected in Poland in November to rehearse deploying European forces into Ukraine after a possible ceasefire. The figure comes from The Times, not from NATO or the participating governments.

UK Defence Secretary Wes Streeting announced the exercises after meeting US Defense Secretary Pete Hegseth at the Pentagon on October 15. Streeting said thousands of military personnel would take part and that the training would prepare for military support and post-war reconstruction in Ukraine. He said hundreds of British troops would participate.

The drills will practise troop movements and the delivery of essential supplies, including fuel and food. That is the substance of the exercise: moving people and keeping them supplied, not combat. Reports describe the scenario as a possible ceasefire rather than a confirmed decision to deploy troops immediately.

According to sources cited by The Times, these would be the first exercises of their kind aimed at preparing for the postwar period in Ukraine, with European troops serving as a deterrent.

What the record shows is narrower than the framing. No NATO decision has been announced. No deployment has been agreed. The 1,500 figure is a press report, and Streeting's own language — thousands in the exercise, hundreds of British troops — does not match it exactly. The gap between the reported number and the announced one is unresolved.

The exercise matters because it tests the part of a mission that is hardest to improvise. A European force inside Ukraine would depend on supply lines running into the country. Whether national armed forces can coordinate that logistics chain is a question drills can answer; whether governments will authorise the mission is not.

It also sets expectations in Kyiv about the scale and speed of any future European presence, and feeds into deterrence calculations with Russia before any ceasefire exists.

On the evidence available, Europe is preparing for a mission it has not yet decided to launch.
