“The UK government is providing £10 billion in additional economic and military support to Ukraine, consisting of loans, export finance guarantees, and £500 million in urgent military funding.” — John Healey. Our verdict: True.

John Healey made the claim in the House of Commons on 28 October 2026, as reported by Radio News Hub.
Our verdict
True
The claim is accurate. The UK government did announce a £10 billion package of extra support for Ukraine on 28 October 2026, made up of loans, export finance guarantees and £500 million in urgent military funding.
What we found
We found strong, consistent evidence for every part of the claim. The £10 billion figure and the £500 million in urgent military funding appear in the government's own announcement on gov.uk, and the same announcement sets out £7 billion in economic support and a £3 billion increase in UK Export Finance capacity. A readout of a call between the Prime Minister, the Chancellor and the President of Ukraine on the same day repeats those same figures. News reports from China Daily and NewsCord, both published on 29 October 2026, also describe the package in the same terms, including the loans and export finance guarantees. Nothing we found contradicts the claim.
The numbers
UK economic and export‑finance support to Ukraine (2026)
The package includes £7 billion of economic support and £3 billion of export‑finance capacity.
The evidence
2 of 6 sources support the claim; none contradict it.
- Supports the claim
The government's own announcement confirms a £10 billion support package for Ukraine, including £500 million for winter military support. [1]
- Supports the claim
A second government announcement says the package includes economic support through World Bank guarantees and grants, plus a £3 billion increase in UK Export Finance capacity. [2]
- Background
A readout of the Prime Minister and Chancellor's call with the President of Ukraine sets out the same package: £500 million in urgent military aid, £7 billion in economic support over three years, and £3 billion of UK Export Finance capacity. [3]
- Background
A China Daily report says John Healey told the House of Commons the £10 billion package consists of loans, export finance guarantees and £500 million in urgent military funding. [4]
- Background
A NewsCord report describes the same breakdown: £7 billion in economic support, £3 billion in export finance capacity and £500 million in urgent military funding for winter air defences. [5]
- Background
A government factsheet from 13 October 2026 gives a total UK commitment to Ukraine of £25 billion. This is a different, cumulative figure and does not conflict with the £10 billion of extra support announced on 28 October. [6]
What we could not confirm
- The exact terms of the loans, the timetable for paying out the £7 billion in economic support, and how the £3 billion of export finance capacity will be used have not been independently checked.
- We did not examine the full Hansard transcript or the complete Treasury budget document, so our picture rests on government announcements and news reports.
How we checked
We looked at official UK government announcements and a call readout from 28 October 2026, along with news reports from the same period, and compared the figures and the breakdown of the package across all of them. We reviewed 7 relevant sources.
