“Russia and Ukraine have reached a formal agreement to stop striking each other's energy infrastructure.” — Donald Trump. Our verdict: Unverified.
Donald TrumpSpeechOctober 12, 2026

Donald Trump made the claim on 12 October 2026, and it was reported by Al Jazeera on 13 October 2026.

Our verdict

Unverified

We could not find enough public evidence to confirm or refute Donald Trump's claim that Russia and Ukraine have reached a formal agreement to stop striking each other's energy infrastructure. The only public record of such a moratorium is a March 2025 deal between Russia and the United States, not between Russia and Ukraine, and Ukrainian and Russian sources do not confirm a bilateral agreement.

What we found

We reached an unverifiable verdict because the public record does not support the claim. Trump's assertion was reported by Al Jazeera and the BBC, but the BBC report also says President Zelenskyy described the idea of an agreement as news to him, which points away from a formal deal having been reached. The Kremlin has its own record of a 30-day moratorium on energy strikes from March 2025, but that document says it was agreed by the Russian and American sides, not by Russia and Ukraine. Because the only public document that comes close to the claim describes a different agreement, and because Ukrainian and Russian statements do not confirm a bilateral deal, we could not verify that Russia and Ukraine have formally agreed to stop striking each other's energy infrastructure.

  • Background

Al Jazeera reported that Trump insisted an energy ceasefire was holding, even as Ukraine reported new Russian strikes, and that Russia rejected any pause in fighting. [1]

  • Background

The BBC reported that Trump said Ukraine and Russia had agreed an energy ceasefire, but that Zelenskyy said this was news to him, indicating no prior formal agreement between the two nations. [2]

  • Background

NPR reported that in March 2025 Trump claimed an agreement on energy infrastructure strikes, framed as a 30-day moratorium, after a call with Putin. [3]

  • Supports the claim

The Kremlin published a list of energy facilities covered by a temporary moratorium on strikes, and its record states the moratorium was agreed by the Russian and American sides, not by Russia and Ukraine. [4]

What we could not confirm

  • Whether any private, back-channel or classified understanding between Russia and Ukraine exists that is not reflected in public statements.
  • Whether any formal written agreement exists, as opposed to an informal verbal understanding.
  • Whether any agreement was reached after October 2026, since our sources only go up to that period.

How we checked

We looked at public statements and reports from news outlets and the Kremlin about claims of an energy-strike ceasefire, including what Ukrainian and Russian officials have said publicly. We could not find enough public evidence to confirm or refute the claim, and we invite readers who have evidence to send it to us. We reviewed 4 relevant sources.
