“President Donald Trump initiated the US-Israel war on Iran without public or congressional mandate.” — Barack Obama. Our verdict: Unverified.

Barack Obama made the claim at a campaign rally for Democrats in Ohio, reported by Al Jazeera on 25 October 2026.

Our verdict

Unverified

We could not confirm or refute this claim. The evidence clearly shows that President Trump started the US-Israel war on Iran on 28 February 2026 without congressional authorisation, but we found no information at all about whether the public had a say or gave its support, so the 'public mandate' part of the claim cannot be checked.

What we found

The claim has two parts: that President Trump started the war without a congressional mandate, and that he did so without a public mandate. The first part is well supported. NPR reported on 28 February 2026 that the strikes were launched without approval from Congress, and a Congressional Research Service report confirmed the US and Israel began military operations against Iran that day. A House concurrent resolution passed in September 2026 cited the absence of any specific congressional authorisation for the conflict, and a joint resolution to authorise force against Iran, introduced in May 2026, never became law. The second part is where the evidence runs out. We found nothing in the public record about referendums, national votes, polls or public consultations on whether to go to war. Because one half of the claim cannot be checked, we cannot say the claim as a whole is accurate or inaccurate.

The evidence

  • Background

Al Jazeera reported that Barack Obama told an Ohio rally that President Trump decided to start an unnecessary war on Iran that nobody asked for. [1]

  • Supports the claim

The White House announced that President Trump authorised 'Operation Epic Fury', a military campaign against Iran, in March 2026. [2]

  • Supports the claim

NPR reported that President Trump ordered strikes against Iran on 28 February 2026 without seeking congressional authorisation, deeply dividing lawmakers. [3]

  • Background

A Congressional Research Service report confirmed that the United States and Israel launched military operations against Iran on 28 February 2026, with President Trump publicly stating his objectives that day. [4]

  • Supports the claim

The House passed a concurrent resolution in September 2026 directing the President to remove US forces from hostilities with Iran, citing the War Powers Resolution and the absence of a specific congressional authorisation or declaration of war. [5]

  • Background

A joint resolution titled '2026 Authorization for Use of Military Force Against Iran' was introduced in the House in May 2026 but only reached the 'Introduced' stage and never became law. [6]

What we could not confirm

  • Whether there was any public mandate for the war's initiation — we found no evidence of referendums, national votes, polls or public consultations on the decision to go to war.

How we checked

We looked at White House announcements, congressional records including resolutions and bills, a Congressional Research Service report, news reporting from NPR and Al Jazeera, and analysis from Brookings. We searched for any record of a public vote, referendum or documented public support for starting the war, and found none. We reviewed 12 relevant sources.
