The Pennsylvania House State Government Committee advanced a bill to extend the pre-canvassing window for mail-in ballots. This legislation aims to provide election workers more time to process votes, potentially speeding up election result reporting across the state.

Current Pennsylvania law imposes tight restrictions on processing absentee and mail-in ballots. Pre-canvassing, which involves inspecting and opening ballot envelopes, removing ballots, and beginning the tally, cannot commence before 7 a.m. on Election Day. This timeframe has become a point of concern for election officials statewide, especially after a significant shift towards mail-in voting. Counties often face delays in reporting results due to the limited time available for these crucial preparatory steps.

The Pennsylvania House State Government Committee recently advanced House Bill 37 (HB 37). This proposed legislation seeks to allow county election officials additional time for pre-canvassing mail-in ballots before Election Day. Representative Scott Conklin, the bill's sponsor, stated the current pre-canvassing timeframe is unrealistic given the increased volume of mail-in votes. He emphasized that election officials from both parties have requested this change to manage workload and improve efficiency. This extended period specifically permits preparatory work like opening and flattening ballots, but strictly prohibits the recording or publishing of vote totals until Election Day concludes. A similar version of this bill passed the House in 2023 but did not advance in the Senate.

Extending the pre-canvassing window offers a direct solution to accelerate the reporting of election results. Many county election offices struggle to meet the current Election Day deadline, leading to delays and extended reporting periods. Granting more pre-Election Day processing time could significantly streamline operations for counties, reducing the burden on election workers. This change aims to provide quicker results, which can help maintain public trust in the integrity and efficiency of the electoral system by reducing prolonged uncertainty. The bill now advances to the full House of Representatives for further deliberation and a potential vote. Its path forward includes navigating both chambers of the legislature.
