The top US‑backed diplomat overseeing the Gaza ceasefire says Hamas can remain a political force if it lays down its weapons, even as Israeli military actions in the strip have intensified.

Context Nickolay Mladenov, the envoy leading the US‑brokered truce that began on October 10, told reporters that the international community does not demand Hamas’s disappearance as a movement. He stressed that disarmament is a prerequisite for any political role in post‑war Gaza. The ceasefire’s first phase exchanged the last hostages taken in southern Israel for Palestinian detainees; the second phase hinges on Hamas surrendering its arsenal, Israeli forces withdrawing to the perimeter, and reconstruction of devastated areas.

Key Facts Mladenov stated that the international community does not require Hamas to cease existing as a political group. Since the October 10 ceasefire, Israeli forces have killed at least 856 Palestinians and control more than half of the Gaza Strip. ACLED recorded a 35% increase in Israeli attacks in Gaza during April compared with March.

What It Means The envoy’s comment separates the demand for weapons surrender from any call to erase Hamas’s political presence, suggesting a possible pathway to governance if the group complies. However, the rise in attacks and continued Israeli control of territory indicate that the truce remains fragile, with both sides accusing each other of violations. Humanitarian groups report that aid flows remain below promised levels, while Hamas insists it will not disarm until Israel meets its obligations under the agreement.

Watch for whether Hamas agrees to hand over its weapons in the coming weeks and whether Israeli forces reduce operational tempo as the second phase of the deal is negotiated.
