Russia Vows Retaliation After Ukrainian Drone Strike Hits Luhansk Student Dormitory

Luhansk is one of four Ukrainian regions Russia claims to have fully controlled since April 2022. Moscow regularly accuses Kyiv of targeting civilians, while Ukraine denies such allegations. The strike occurred overnight in Starobilsk, where a five‑story dormitory belonging to Luhansk Pedagogical University collapsed to its second floor.

Putin reported that the attack resulted in six deaths, 39 injuries and 15 people still missing, and he instructed the armed forces to prepare retaliation options. He described the dormitory strike as a deliberate terrorist attack carried out in three waves by Ukrainian forces. Approximately 86 children and teachers were inside the building when it was hit, and the victims ranged in age from 14 to 18.

The Kremlin’s framing of the incident as a terrorist act signals a potential escalation in rhetoric and could justify broader military responses. International observers will monitor whether Russia follows through on its pledge to prepare retaliation suggestions and how Ukraine reacts to the allegations.
