Nigeria's military now engages retired personnel in community mediation and conflict resolution, aiming to prevent escalating violence through non-military approaches at the local level.

Nigeria faces a rise in violent conflicts driven by local disputes and community tensions. In response, the Chief of Defence Staff, General Olufemi Oluyede, announced a new initiative to formally engage retired military personnel. This program leverages their unique background for community-based peacebuilding and conflict resolution.

The initiative represents a strategic shift towards non-kinetic methods, meaning approaches that do not involve direct military force. General Oluyede emphasized that sustainable security demands both kinetic (military operations) and non-kinetic responses, recognizing that military action alone cannot guarantee lasting peace.

Retired military personnel undergo specialized training in modern mediation, negotiation, and conflict resolution skills. This training, a collaborative effort by the Retired Members of the Nigerian Armed Forces (REMENAF), the Mediation Training Institute, and Defence Headquarters, prepares them for their new roles. Veterans possess valuable experience, discipline, and credibility to intervene effectively in community disputes. Their insights into the costs of conflict enable them to promote dialogue and restraint, helping prevent violence from escalating at the grassroots level. This engagement extends their national service beyond active duty.

This program aims to bolster early warning systems and enhance information flow from communities to security agencies. Operating non-operationally, it complements existing security structures without directly engaging in military operations.

By addressing conflicts at their root, the initiative seeks to reduce pressure on frontline troops and enhance overall stability. This strategy underscores a growing emphasis on preventive security, intervening early through dialogue and structured mediation. The goal is to strengthen grassroots mediation capacity and contribute significantly to national efforts to reduce violent conflicts across the country.

Analysts will monitor the program's effectiveness in reducing community violence and fostering sustainable peace in Nigeria.
