Since 1995, the Mighty Ducks Act, through state funding, has awarded 116 grants in hockey rink renovations and 82 grants in new arena construction to date.
State funding built 61 ice sheets in five years, directly increasing ice time availability for girls hockey teams. In 1995, the James Metzen Mighty Ducks Ice Center Development Act grant program directed $18 million in state funds, managed by the Minnesota Amateur Sports Commission, to construct these facilities.
Many communities previously could support only one A-team because of limited ice time, forcing players who did not make the top roster to quit the sport. The program specifically targeted this barrier to participation by expanding infrastructure across the state.
What to watch next is whether the additional ice sheets sustain increased girls hockey registration and retention rates over the next decade.
