India's Ministry of Social Justice & Empowerment (MoSJE) introduced a two-part strategy at the Chintan Shivir in Chandigarh, from April 24–26, 2026. These policy interventions aim to formalize the rehabilitation of people engaged in begging, shifting towards a supportive framework rather than a punitive one. The overarching SMILE (Support for Marginalized Individuals for Livelihood and Enterprise) scheme underpins this initiative, focusing on comprehensive welfare measures.

Central to this strategy is the new SMILE Beggary Survey Mobile App. This digital tool facilitates real-time data collection, enabling accurate identification of beneficiaries across various regions. Its implementation provides district authorities with immediate, verifiable insights, which can then support performance tracking and accelerate the reintegration of individuals into mainstream society. This technology replaces previous manual or inconsistent data collection methods, enhancing transparency and efficiency in welfare provision.

Accompanying the app are the new Model Guidelines on Care, Rehabilitation and Management of Beggars’/Shelter Homes. These guidelines establish a national standard for shelter operations across India. They mandate the provision of preventive healthcare services, vocational training opportunities tailored to individual needs, and gender-sensitive infrastructure within all facilities. This ensures a consistent and respectful environment for all residents.
