The European Union has cautioned Bosnia and Herzegovina regarding a proposed $1.5 billion pipeline investment tied to a company connected with Donald Trump. This warning emphasizes the need for legislative coordination under existing energy agreements, potentially impacting Bosnia's path toward EU integration.

Bosnia and Herzegovina is pursuing the Southern Interconnection pipeline, a strategic project to enhance energy security. This infrastructure aims to connect Bosnia to a liquefied natural gas terminal in Croatia, diversifying its energy supply and reducing reliance on Russian gas. AAFS Infrastructure and Energy, a company whose representatives include individuals associated with Donald Trump's political campaign, is central to this project. The company, incorporated in November last year, has not disclosed its owners and lacks a public track record on projects of this scale.

Bosnian lawmakers recently approved legislation that directly awards the pipeline contract to AAFS Infrastructure and Energy. This decision bypasses a competitive tender process, a move Transparency International criticized as setting a dangerous precedent. AAFS plans a significant $1.5 billion investment into the Balkans pipeline and related infrastructure within Bosnia. In response, Luigi Soreca, a senior EU official in Sarajevo, issued a warning. He stated that Bosnia must thoroughly coordinate its draft energy laws with the EU, as mandated by their energy agreement. Soreca further indicated that adherence to this coordination is crucial for Bosnia to continue its progress toward European integration and to avoid missing out on further integration and financial opportunities.

The EU’s intervention directly addresses Bosnia’s legislative autonomy against the backdrop of its aspiration for EU membership. Brussels faces the prospect of a key piece of European energy infrastructure falling under the control of a company linked to a potentially antagonistic political figure, despite the pipeline's goal of reducing Russian gas dependence. The EU's stance underscores its expectation that candidate countries align their commercial and legal frameworks with bloc standards. Bosnia's response to this warning will define the project's next steps and critically impact its relationship with the EU, influencing its European path. Observers will closely monitor the legislative process and how Bosnia navigates these competing interests.
