China and Cambodia have upgraded their strategic dialogue from a 2+2 to a 3+3 format, adding public security and interior ministries to deepen cooperation. The first 2+2 dialogue took place in Phnom Penh last April, bringing together foreign and defense ministers from both sides. Officials described it as a significant institutional upgrade that underscored mutual trust and a commitment to coordinated positions on regional and global issues.
