China’s 15th Five-Year Plan makes AI‑enabled industrial robots the central policy target, and local firms now supply the majority of robots used in Chinese factories.

China has placed robotics at the core of its modern industrial strategy. The outline of the 15th Five-Year Plan serves as the primary framework that guides all government actions, directing them toward high‑end, intelligent robotics that combine artificial intelligence with traditional automation.

Takayuki Ito, president of the International Federation of Robotics, says the plan forces thousands of sectoral and regional initiatives to align with this AI‑robotic agenda. The shift moves focus away from conventional automation toward machines that can learn, adapt, and make decisions on the shop floor.

Domestic supply chains have already begun to reflect the policy push. Local suppliers accounted for 30 % of industrial robot installations in 2020; that share climbed to 57 % in 2024. Chinese manufacturers now provide 59 % of the robots used in the global electronics sector, where 64 % of all such robots are installed in China. In metal and machinery production, Chinese firms hold an 85 % domestic market share.

The plan’s emphasis on AI integration is expected to accelerate adoption of smart robots across high‑speed, precision‑driven manufacturing. Traditional industrial robots excel at repetitive tasks that require millimetre accuracy, and the new AI layer promises faster setup, predictive maintenance, and real‑time quality control.

Humanoid robots—machines that mimic human movement—are showcased in public events, but their practical use remains limited to demonstrations and pilot projects. The 15th Five-Year Plan projects commercial humanoid deployment toward the end of the ten‑year horizon, while widespread AI‑enhanced industrial robots are slated for the next five to ten years.

What it means for the global market is a rapid expansion of Chinese‑made, AI‑capable robots that could reshape supply chains and competitive dynamics. Companies outside China will need to monitor Chinese policy updates, local supplier growth, and the rollout of AI‑integrated systems to gauge future opportunities and risks.
